As Canada’s federal election campaign enters its second week, the rhetoric is
heating up—though not as intensely as some might have expected. In recent
days, several Liberal candidates have spoken out in defense of the party’s justice
reforms, particularly Bills C-5 and C-75. Among them are Brendan Hanley (Yukon),
Élisabeth Brière (Sherbrooke), Nathaniel Erskine-Smith (Beaches–East York), and
Taleeb Noormohamed (Vancouver Granville), who have all praised these
legislative efforts as progressive victories.
But the reality on the ground tells a different story.
Bills C-5 and C-75, passed under the Liberal government, have drawn sharp
criticism for what opponents say is their role in fostering a climate of rising crime
and weakened law enforcement. These critics argue the bills, far from improving
public safety, have contributed to the erosion of peace in Canadian communities
and emboldened criminal behavior.
C-5: A Shift Away from Jail Time
Bill C-5 received Royal Assent on November 17, 2022. Its key provisions include
the elimination of mandatory minimum sentences for a range of offenses,
including drug trafficking, drug possession, illegal firearm possession, and
weapons smuggling. The bill allows judges to impose lighter sentences, especially
for first-time offenders and non-violent crimes. It also expands the use of
conditional sentencing—where offenders serve their sentences in the community
instead of jail.
C-5 encourages prosecutors to divert simple drug possession cases out of the
criminal justice system, focusing instead on a public health approach to drug
addiction. While advocates describe this as a compassionate strategy, critics
argue it undermines deterrence and weakens the authority of law enforcement
agencies.
C-75: Bail Reform Gone Too Far?
Bill C-75, which began taking effect in phases after receiving Royal Assent in June
2019, centers on bail reform. Its guiding principle: reduce pretrial detention and
ease bail conditions. Police and prosecutors now face a higher burden of proof
before detaining suspects. As a result, more accused individuals are released
quickly—sometimes on the very day they are arrested.
Opponents warn this has led to repeat offenses and tragedies. In 2022 alone, 256
Canadians were reportedly killed by individuals who had been released on bail or
through alternative measures.
A Troubling Crime Trend
National statistics over the past decade paint a worrying picture:
Violent crime: up 50%
Gun crime: up 116%
Homicides: up 28%
Sexual assaults: up 75%
Hate crimes: up 250%
Over 49,000 opioid-related deaths
If numbers don’t capture the scale of the problem, the headlines might. In the
Greater Toronto Area, broad daylight robberies have become alarmingly routine.
During the 2024 holiday season, Markham’s CF Markville Mall was hit by a string
of brazen robberies. On December 4, masked thieves stormed Luk Fook Jewellery
just after noon, smashing display cases and stealing everything in sight. It was the
store’s second robbery that year, and the third since 2018. Just a day earlier,
another jewellery store in the same mall, Jewellery Forever, was robbed. On
December 2, People’s Jewellers at Hillcrest Mall in Richmond Hill was also
targeted.
Residential areas have not been spared either. Car thefts from driveways, home
invasions, and burglaries are now regular concerns in once-quiet neighborhoods.
Liberal Defenders or Enablers?
Despite the public concern, Liberal candidates continue to champion Bills C-5 and
C-75 as reform successes. But as break-ins, robberies, and violent crimes continue
to rise, critics say it's time for a reckoning.
These legislative experiments, they argue, have backfired—turning the justice
system into a revolving door and stripping law enforcement of its bite. The Liberal
Party’s legacy on public safety is now under scrutiny. For many, the message is
clear: enough is enough.
It’s time to hold policymakers accountable.

Over the past decade, Canada has continued to rank among the world's most livable countries.
Yet behind this reputation lies a troubling reality—one marked by deteriorating public safety
and a sharp rise in crime. These challenges are symptomatic of what critics call a failed decade
under Liberal federal leadership.
In the Greater Toronto Area, Markville Shopping Centre in Markham has long been a weekend
destination for the Chinese community. Known for its relaxed atmosphere and inviting retail
spaces, it has offered a haven for shoppers and casual visitors alike. But in recent years, that
sense of safety has eroded.
In broad daylight, criminal activity has grown increasingly brazen. A high-profile robbery
occurred just after noon on December 4, 2024, when several masked assailants stormed Luk
Fook Jewelry at Markville, smashing display cases and making off with the store’s inventory. It
was the second time the store was targeted that year, with a previous incident in April. Luk
Fook was also robbed in 2018, making it three such attacks in six years—each in full public view.
Worse still, this was not an isolated event. The day before, on December 3, another jewellery
store—Jewellery Forevery—was robbed in the same shopping centre. And on December 2, a
third store, People’s Jewellers at Hillcrest Mall near Yonge Street and 16th Avenue, was
similarly targeted. These consecutive incidents paint a grim picture of lawlessness creeping into
everyday life.
The threat isn’t limited to commercial centres. Residential crime has spiked, with car thefts and
home break-ins becoming increasingly common. Vehicles are being stolen from driveways in
plain sight. Homeowners report break-ins where properties are ransacked with impunity.
How did it come to this?
Critics point to legislation passed under the Liberal government—specifically Bills C-75 (enacted
in 2019) and C-5 (passed in 2022)—as key contributors to Canada’s public safety crisis. These
laws, they argue, have weakened the justice system by prioritizing bail and sentence reductions
over deterrence and accountability.
The principle of “catch and release” now dominates law enforcement practices. In many cases,
individuals charged with violent crimes are released on bail the same day, only to reoffend
shortly after. In 2022 alone, 256 Canadians were killed by offenders who had been previously
released on bail or through early-release mechanisms.
Statistics gathered over the past ten years reveal an alarming trend:
Violent crime is up by 50%
Gun-related crime has increased by 116%
Homicides have risen by 28%
Sexual assault cases are up 75%
Hate crimes have surged by 250%
49,000 Canadians have died from opioid overdoses
This wave of violence and disorder, opponents say, is the direct result of the Liberal
government's legislative agenda, which has made it easier for repeat and violent offenders to
avoid meaningful incarceration.
With federal elections approaching, the Conservative Party is positioning itself as the party of
law and order. Their platform promises to repeal lenient policies and replace them with
tougher measures targeting repeat offenders. Under a Conservative government, bail would be
restricted for serious and habitual criminals, and sentencing for violent crimes would be
restored to reflect the gravity of the offense. The party also pledges to end taxpayer-funded
drug decriminalization initiatives and to bolster border security to crack down on illegal gun
smuggling.
Pierre Poilievre and the Conservative Party argue that only common-sense policies can restore
safety and dignity to Canadian communities—where hard-working families can afford food,
housing, and live in peace.

那里购物,气氛轻松,环境温馨。即便没有购物欲望,去逛逛商铺,Eye Shopping,也
是养眼养心的。
却不知,光天化日之下,盗匪登堂入室,白日抢劫。万锦购物中心竟成了典型的案情频发
现场。根据新闻报道,去年圣诞期间,12月4日,中午刚过,好几名蒙面盗匪冲入六福珠
宝,大肆破坏掠夺,捣毁橱窗,将陈列的珠宝饰品尽数囊括一空。这次遭劫已经是六福珠
宝当年当地的第二次。2024年4月发生过一次。可怜的六福珠宝在2018年12月已经打开记
录了。这六年里,六福珠宝就在光天化日之下被抢了三次。
你还不知道吧?就在六福珠宝被抢的前一天,12月3日,在万锦购物中心的另一家珠宝店
铺,JEWELLERY FOREVERY 也遭抢劫。还有令人摇头叹息的事件发生呢。再前一天
,12月2日,沿YONGE街,交叉16街的 HILLCREST 购物中心里的 PEOPLE’S 钻石饰品
店铺也被抢劫。唏嘘哀哉乎!
居家也不安全。停泊在家门口的座驾会被堂而皇之地偷走。破门而入,偷窃一空,屡有发
生。
这还有王法没有?有恶法!自由党十年执政,相继推出C-75 法案(2019年生效)和C-5
法案(2022年生效),造成治安凋敝,盗贼雀起。
在自由党执政的近十年里,放纵的“抓了就放”的法律导致暴力犯罪率上升。许多情况下,
暴力嫌犯在作案被抓当天就能获得保释, 回到街头继续逍遥。事实上,仅在2022年,就
有256人被无辜杀害,亡命在那些被轻率保释或以其他方式释放的凶徒手下。
这种犯罪和混乱的局面,正是自由党推动的C-75法案和C-5法案所酿成。这些恶法给惯犯
重犯解除监禁开放方便之门,并且为那些严重暴力犯罪的监禁期减刑。犯罪的黑潮挟裹全
国社区,您所安居的社区已经不再安全了。

让纳税人买单的宽容的禁止毒品政策。保守党严厉打击边境走私,拦截非法槍支流入助虐
加拿大帮派罪犯份子。
只有博励治和他所领导的注重常识的保守党能够重振加拿大精神,让辛勤劳作的人们获得
丰厚的薪水,买得起食品,住得起住房,并且生活在安宁的社区环境。

勤奋工作的中产家庭孕育力量
在上一世纪90年代末,阎洁明的父母为了给他创造更好的教育机会,一家人从中国移居加拿大。他从小在低陆平原地区的温哥华和本拿比一带长大。
阎洁明说:“我的父母都是IT专业人士,他们的言传身教让我也秉持了努力工作的价值观,同时他们很鼓励我接受高等教育。”
对于自己的人生理想,阎洁明一直以来都有明确的目标。他说:“当时选择攻读工商管理专业,是因为这是一个应用弹性较广的领域,可以做管理,也能自创企业。”在上学期间,他担任商学院旗舰访谈系列《从顶端看(View From The Top)》的节目主持人。
尽管阎洁明在加拿大成长,但他不仅会说流利的普通话,还能阅读中文和用拼音输入汉字。他说:“平时在家中,父母会教我中文,鼓励我们说普通话,保持自己的文化传统并以此为傲。”
现年30岁的阎洁明在一家上市公司任职,该公司是串流媒体和娱乐业的枢纽。他在工作之余不忘回馈社区,是卑诗省儿童医院基金会希望之环的成员,致力于确保些癌症晚期或病重的儿童能够使用最先进的医疗设备。

身为一个商业专业人士,阎洁明渴望将自己在创新经济方面的知识应用到公共部门。他曾为加拿大影子创新、科学和工业部长出谋划策。
他说:“加拿大本来是一个自由安定的国家,但最近几年,我发现越来越多像我这个年纪的年轻人感到生活压力很大,甚至不再抱希望,他们发现薪资不足以应对生活开支,过不上体面的生活,我身边的年轻朋友们有超过一半以上选择去其他国家谋求发展。”
他说:“我希望能用自己在经济、科技领域的专业背景,给国会带来一些价值,帮助重振加拿大的经济,让年轻人能有更多的就业机会,赚取体面的薪水,帮助更多有创意和构想的加拿大企业家更容易获批资金,留住人才。”
聚焦经济、住房与治安三大问题
阎洁明是次决定参选,在很大程度是因为他看到很多人面临生活成本过高的问题,特别是年轻人难以找到高薪工作,而如今的失业率高于其他G7国家,生产力的增长也很低。
他说:“很多顶尖学府毕业的年轻人因生活成本问题,无奈离开加拿大。”因此,他希望能在国会的层面为此努力,尤其是制定经济策略方面。具体来说,减税和帮助企业家是他认为当前最需要带来的转变。
他本次参选的三大关注重点包括:希望重振加拿大的经济活力、降低生活成本并恢复政府的道德规范。
阎洁明居住在本拿比繁华的布伦特伍德(Brentwood)社区。根据他的观察,该选区的居民正面临两大方面的担忧,一是生活的可负担性,二是社区安全。
他说:“人们现正在应对可负担性的挑战,特别是年轻人的住房和薪资问题。加上犯罪率上升,给社区安全带来了严重的影响。人们感觉社区的安全程度比前几年下降很多,我知道一些长者已不敢独自前往当地一些商场附近,因为感到不安全。这正是联邦保守党制订恢复安全社区计划的初衷,旨在还百姓一个安宁的环境。所以,禁止使用硬性毒品和打击重复犯罪者非常重要。”

在大多伦多地区华裔移民聚居的烈治文山南部(Richmond Hill South)选区,在本届联邦大选出现了一位踔厉奋发的华裔候选人何诺轩(Vincent Ho),代表联邦保守党出战。
何诺轩年仅32岁,已是多伦多一间律师事务所的合伙人,原本前途无量的他决心放弃高薪的律师职业生涯,加入联邦保守党党魁博励治(Pierre Poilievre)的团队并进军国会,为的是充当社区在渥太华的喉舌,为加拿大变得更加美好而贡献自己的一份力量。他的决定得到了父母和妻子的鼎力支持。
何诺轩出生在密西沙加市,6岁时搬家到烈治文山市,从此一直在当地居住。他是一名学霸,从多伦多大学毕业后,分别在著名的约克大学Schulich商学院和Osgoode法学院深造,获得了工商管理硕士和律师牌照,成为可以在安省和纽约执业的律师。
何诺轩早在2024年3月就已获得所在选区的党内提名,从那时以来,一年过去了。在这一年内他和他的竞选团队一直在选区内挨家挨户拍门,与居民们交谈,了解他们的苦恼、心声和愿望。
迄今为止,在这个拥有4万多户家庭的选区,他们已拍完所有家庭的家门,现在进入了第二遍拍门的阶段,第二遍拍门也完成了一半。
在挨家挨户拍门的过程中,何诺轩了解到选民的不少苦恼,最主要的集中在以下3方面,包括:
第一,生活愈加艰难,物价飞涨影响了日常生活。尽管很多年轻人有不错的全职工作,仍买不起住房。他见到不少成年子女,依然与父母住在一起,住在父母家的地库中。他自己的收入算比较高的,也只能供得起镇屋。
第二,汽车盗窃罪案猖獗。选民在交谈时告诉他,他们要么本人是受害人,要么知道朋友或亲戚碰到过。他责备联邦自由党政府对犯罪的软弱态度,不愿对汽车盗窃的罪行确定最低刑期。很多偷车贼被前捉后放,胆子越来越大,在光天化日之下犯案也毫无顾忌。
何诺轩说,根据多伦多警方的统计数据,在联邦自由党执政的过去10年来,多伦多的汽车盗窃案攀升了300%以上。一旦联邦保守党赢得大选,他将与作为总理的博励治携手努力,针对偷车惯犯实施强制监禁,并对与帮派有关的汽车盗窃罪行加重刑罚。
第三,毒品泛滥。华裔家庭对此深感担忧,生怕自己的孩子染上毒瘾,被葬送一生。他抨击联邦自由党政府监管不力,甚至打算对毒品非罪化,助长了毒贩的气焰。
何诺轩说,居民们对於他上门讨论大家关心的议题非常高兴。在美国总统特朗普上台之前,人们反映的问题主要围绕生计的困难、罪案的猖獗和毒品泛滥危害社区等,但自从特朗普上台后,如何对付美国的关税战,乃至保护加拿大的主权地位,也成为选民们关注的议题。
何诺轩在回答选民关心的问题时说,联邦保守党一直致力於加拿大经济的多元化发展。其中的关键一环是修建输油管道,将阿省的石油送到沿海的哈利法克斯等地,然后运往世界各地的市场。但联邦自由党以环保为借口,一再否决这些输油管道的建设,造成现在加拿大的石油几乎全部出口美国,也正好为特朗普打关税战提供了案板上的肥肉。
何诺轩的竞选办公室将在3月29日开张,他的竞选策略始终是增强与选民的沟通。除了拍门,他还参加各种社区活动。过往数年来的努力也已初见成效,现在无论他去超市购物、在餐馆用膳,时常可遇到区内居民,向他问好打招呼。他很高兴自己能受到选民们的欢迎和认同。

Canadian intelligence officials have warned Prime Minister Justin Trudeau that China has allegedly been targeting Canada with a vast campaign of foreign interference, which includes funding a clandestine network of at least 11 federal candidates running in the 2019 election, according to Global News sources. Delivered to the prime minister and several cabinet members in a series of briefings and memos first presented in January, the allegations included other detailed examples of Beijing’s efforts to further its influence and, in turn, subvert Canada’s democratic process, sources said. Based on recent information from the Canadian Security Intelligence Service (CSIS), those efforts allegedly involve payments through intermediaries to candidates affiliated with the Chinese Communist Party (CCP), placing agents into the offices of MPs in order to influence policy, seeking to co-opt and corrupt former Canadian officials to gain leverage in Ottawa, and mounting aggressive campaigns to punish Canadian politicians whom the People’s Republic of China (PRC) views as threats to its interests. CSIS told Global News it could not answer some questions for this story. But the service confirmed it has identified the PRC’s foreign interference in Canada, which can include covert funding to influence election outcomes. “The Chinese Communist Party … is using all elements of state power to carry out activities that are a direct threat to our national security and sovereignty,” CSIS stated.
The briefings did not identify the 2019 candidates. But the alleged election interference network included members from both the Liberal and Conservative parties, according to sources with knowledge of the briefs. Global News was not able to confirm from the sources which cabinet ministers may have been privy to the briefs nor the specific timing that the information was reportedly shared.
2:21Canada ‘creating new tools’ to protect institutions against China, others seeking to influence elections Chief among the allegations is that CSIS reported that China’s Toronto consulate directed a large clandestine transfer of funds to a network of at least eleven federal election candidates and numerous Beijing operatives who worked as their campaign staffers. The funds were allegedly transferred through an Ontario provincial MPP and a federal election candidate staffer. Separate sources aware of the situation said a CCP proxy group, acting as an intermediary, transferred around $250,000. The 2022 briefs said that some, but not all, members of the alleged network are witting affiliates of the Chinese Communist Party. The intelligence did not conclude whether CSIS believes the network successfully influenced the October 2019 election results, sources say. CSIS can capture its findings through warrants that allow electronic interception of communications among Chinese consulate officials and Canadian politicians and staffers. Sources close to this situation say they are revealing details from the 2022 briefs to give Canadians a clearer understanding of China’s attacks on Canada’s democratic system. Out of fear of retribution, they have asked their names be withheld. In response to the briefing details, experts say the alleged interference points to weakness in Canada’s outdated espionage and counterintelligence laws, which sophisticated interference networks run by China, Russia and Iran are exploiting. Still, the 2022 intelligence asserts that China conducts more foreign interference than any other nation, and interference threats to Canada increased in 2015 when Chinese president Xi Jinping elevated the CCP’s so-called United Front influence networks abroad. The Prime Minister’s Office (PMO) did not directly answer a series of questions from Global News, including whether or not Prime Minister Trudeau was briefed in 2022 on Canadian intelligence that alleged China had covertly funded a clandestine network of candidates in the 2019 election. It also did not respond to a question on the need for tighter federal rules against foreign influence on Canadian politics. “Protecting Canadians’ security is our top priority. Threats, harassment, or intimidation of Canadian citizens are unacceptable, and all allegations of interference are investigated thoroughly by our security agencies,” a statement from the PMO said. “As threats evolve, so must the methods used to address them. That is why the Prime Minister has given the Minister of Public Safety the mandate to improve collaboration between Canadian security agencies.” Conservative Party leadership did not respond to Global News questions by deadline for this story.
0:37China responds to Trudeau, Global News investigation, says it has no interest in ‘Canada’s internal affairs’ “We simply don’t have a prosecutorial end game to deal with foreign interference,” said Dan Stanton, a former CSIS officer who studies Chinese interference, but isn’t privy to recent CSIS reporting. “The sophistication of the threat: it is not the guy with the fedora and black coat, like the old days with the KGB. The whole point of influence networks is that anyone can be used by a foreign state as a co-optee, or agent, or source.” Stanton and other experts told Global News that CSIS benefits from modernized counter-terror laws that have enabled the service to mitigate terror planning and funding networks since 9/11, but Canada’s espionage laws are stuck in the Cold War era. “So, until we make legislative changes on interference,” Stanton said, “it’s just CSIS telling our politicians, ‘Hey, be careful out there.'”
In April 2021, a private members bill in the House of Commons called for a foreign influence registry, but it did not become law. Kenny Chiu, the B.C. Conservative MP who wrote the bill, was subsequently targeted by the CCP’s election interference network, sources said. Chiu says his law would have compelled anyone working for hostile regimes, such as Russia and Iran and China, to declare their interests, and this transparency would protect Canada’s democracy. The Toronto Consulate and Chinese officials in Ottawa did not respond to questions from Global News about allegations in the 2022 briefs. These entrepreneurs employ nearly two-thirds of workers across Canada, providing meaningful paycheques to millions of Canadians. During Small Business Week, governments should be grateful for small business owners – many of whom take on incredible risk to provide necessary goods and services to their communities. “But right now, under the Liberals, small businesses are being punished. They are being punished with rising payroll taxes, leaving them with higher costs for every person that relies on that business for a paycheque. This means they are forced to hire fewer people and raise prices on the things Canadians need. “They are also being punished by the Liberal carbon tax. Small and medium sized businesses have to pay the whole thing, and have no choice but to pass the cost of that along. This has made it more expensive for Canadians to buy local, home-grown products, than goods that have been flown, trucked, and shipped from other countries. “And they’re being punished by Justin-flation. Liberals ran up half a trillion dollars in spending, fueled by money-printed deficits, which means more dollars chasing fewer goods, driving up the cost of everything. “This Small Business Week, Conservatives will keep working to turn hurt into hope for business owners. We stand with these risk takers and job creators. We will keep fighting the Liberal-NDP Costly Coalition’s planned tax increases, and call for a cap on government spending to stop inflation, so that Canada can become the freest country on earth, where entrepreneurs pursue their dreams and create meaningful paycheques for our workers.”
